False Creek South: Reinventing an Urban Legacy

Within the next 25 years, the City of Vancouver-owned leases for a majority of the False Creek South lands will be subject for renewal. This provides an opportunity to build upon a unique legacy – which has demonstrated considerable social, economic and environmental resiliency over time – and re-imagine what the existing dense, affordable, family-friendly neighborhoods could look like into the 21st century as the imperative for resiliency increases. The presentation will explore the future vision for the area as expressed by a very dedicated community organization, and where this vision meets the policy objectives of the public landholder.

About the Presenters
Richard Evans Architect AIBC, MAIBC Chair has been a member of the False Creek Cooperative Housing Association since 1986. Registered as an Architect since 1993, Richard owns his own practice in Gastown, which specializes in education and cultural facilities. Richard has chaired the Re*Plan Committee of the False Creek South Neighbourhood Association since its’ inception in 2010, and brings a keen interest in achieving a truly comprehensive planning process for False Creek South: inclusive of current and future residents, and modelling an innovative process for dialogue, decision making, partnership and change.
Graham McGarva Architect AIBC, AIA, AAA, LEED AP is a Founding Principal of VIA Architecture (VIA) that from 1984 has been dedicated to creating ‘connective communities’. Raised in the UK, Graham graduated from Cambridge University with a Bachelor in Architecture and an MA, before hitch hiking across Canada to land in Vancouver’s False Creek neighbourhood. Living there for over 35 years, he has become a leader in the shaping of walkable urban communities. These include ‘hands-on’ planning for complex highly scrutinized projects, from Vancouver’s Concord Pacific Place to the “Model Sustainable Community” of South East False Creek and its Olympic Village, transforming precincts such as Yaletown, the Broadway/Commercial and Downtown Waterfront Hub’s, North East False Creek, and Downtown New Westminster, and the Millennium, Canada and Evergreen Rapid Transit Corridors.
With more than 50 years of architectural, urban design and planning practice, Ray Spaxman RPP, ARIBA, MRTPI, FCIP, Hon.AIBC and President of Ray Spaxman Consulting Ltd, has refocused his practice to provide his personal and professional advice based on extensive senior experience in public service and in private practice. Ray was in public service from 1956 to 1966 in England, in Coventry, Norwich and Liverpool. He moved to Canada in 1966, and was Deputy Chief Planner for the City of Toronto until 1973 when he was appointed as Director of Planning, Subdivision Approving Officer, Chair of the Development Permit Board and member of the Urban Design Panel in the City of Vancouver, until 1989. Since 1989, Ray has advised numerous public and private clients in Canada and abroad. Principal works have included planning for cities, city centres and large sites, preparing high building and development policies, heritage management programs, transit planning, citizen engagement, zoning, housing and neighbourhood planning and development strategies.
Sharon Yandle FCSNA President, a third-generation Vancouverite and long-term resident of False Creek South, is president of the False Creek South Neighbourhood Association. Her background is in labour relations as a negotiator, arbitration advocate and board member in both rights and interest disputes and as consultant to several private and public sector organizations. A researcher, editor and author of numerous studies and reports in her field, Sharon taught courses in labour relations and collective bargaining for the University of Victoria. As a longtime seeker after worthy causes, Sharon’s experience as an active member of many voluntary associations and boards, from neighbourhood to national, informs her current work to help preserve and enhance False Creek South as one of the world’s great urban communities.
