Notification Period | Council Rules 1: Council Meetings, Council Rules 2: Electronic Voting and Council Meetings

Council Rules 1 and 2 outline a set of rules in accordance with the legislative authority to make rules both to govern the affairs of the Institute and to regulate council meetings.

In April 2018, a review of Council Rules 1: Council Meetings began as there had been no updates or revisions since the rules were first approved in 2012. Council Rules 1 outlines rules for council’s meetings.

In summary, the revisions to Council Rules 1: Council Meetings include:

  • Section 2.3, 2.4 – the election process for council officers has been moved from the main body of the meeting rules to an appendix. There are several council meetings throughout the year; however, the election process takes place at one meeting. Therefore, it is unnecessary to include the election process in the meetings rules, with a more appropriate section being an appendix to the council rules. Section 2.3 has been revised and appendix 1 added.
  • Clarification on delegations, and in camera processes have been provided.
  • Information on a breach of the rules is now consistent with new Council Code of Conduct.
  • General wordsmithing, improved syntax.

At the same time, the opportunity was taken to review Council Rules 2: Electronic Voting and Council Meetings, which were last reviewed in 2016.

In summary, the revisions to Council Rules 2: Electronic Voting and Council Meetings include:

  • Broadening of the electronic platform to include platforms other than email and resulting required edits.
  • Section 3.9 – Changed from “Each council member shall indicate his or her choice on their ballot and transmit their filled-out ballot to all on the list using only the prescribed electronic mailing list address” to “Each council member shall indicate his or her choice on the ballot and transmit the completed ballot to the AIBC staff sender of the electronic ballot.”  Following the close of the voting period, a vote tally will be reporting to council.
  • General wordsmithing, improved syntax.

Notification Period

As per Council Policy 3.10, registrants and associates are given at least 30 days’ notice regarding any proposed new or amended council rules. The notification period for Council Rules 1 and Council Rules 2 open November 5, 2018 and will run until December 6, 2018.

During the notification period, registrants and associates are invited to share their feedback or questions through an online feedback form:

  • Council Rules 1: Council Meetings Online Feedback Form
  • Council Rules 2: Council Electronic Voting and Meetings Online Feedback Form

All feedback (without identifying information) is provided to council prior to its consideration and vote on the rules. Council is expected to vote on these rules in January 2019. If approved, the rules will be posted online.
