The Discipline Notice publishes findings and admissions of unprofessional conduct by AIBC registrants.
As the regulator of the architectural profession in British Columbia, the AIBC establishes, monitors and enforces standards of ethical and professional conduct for all AIBC registrants: architects, architectural firms, associates, and temporary licensees. All discipline findings and admissions are published in accordance with the AIBC’s publication guidelines and AIBC Bylaw 36.20.
AIBC Disciplinary Decisions
Douglas Austin Architect AIBC made admissions, by way of a consensual resolution agreement, that he breached AIBC Bylaws by:
- not providing a previously-engaged architect with written notice when he was approached by the same client to provide architectural services for the same project (AIBC Bylaw 34.8 and council ruling (a));
- permitting a member of his staff, who was not an architect, to execute on behalf of the firm a fee proposal and client-architect contract for a project (AIBC Bylaw 34.1 and council ruling (b));
- failing to provide adequate direction, supervision, or control of staff who were providing architectural services for a project, including making proposals for service and contract reviews (AIBC Bylaw 34.1 and council ruling (a)); and
- providing architectural services for a project prior to having an executed architectural services contract (AIBC Bylaw 28.0).
The facts and terms of this consensual resolution agreement were acknowledged and agreed to by Douglas Austin Architect AIBC and the AIBC, and approved by the Consensual Resolution Review Panel on May 13, 2022.

Brown Architect AIBC made admissions by way of a consensual resolution agreement that he breached AIBC Bylaw 30.2 and the rules established by council in AIBC Bulletin 80 by failing to earn and report the required CES Learning Units and failing to pay the council-mandated fine by the specified deadline for the Fourteenth Reporting Period (reporting period: July 1, 2018 to June 30, 2020).

Norman Goddard Architect AIBC made admissions, by way of a consensual resolution agreement, that he breached AIBC Bylaws by:
- providing architectural services for a project prior to having an executed architectural services contract (AIBC Bylaws 28.0, 28.1, and 34.10 and council ruling (d))*;
- failing to provide written notification to the client as to whether or not professional liability insurance was held and under what terms (AIBC Bylaw 34.10 and council ruling (e))*; and
- failing to provide the required compliance statement about AIBC Bylaws in a client-architect contract (AIBC Bylaw 34.10 and council ruling (f))*.
*Note: Effective October 2019, AIBC Bylaws 28.0, 28.1 were amended and council rulings (d), (e) and (f) of Bylaw 34.10 were removed. The requirements from council rulings (d), (e) and (f) are now found in updated Bylaw 28.0.

Mr. Williamson is suspended from the practice of architecture from May 31, 2022 to June 30, 2022.
