Notification Period | Council Rules 5: Continuing Education System (CES)

On September 13, 2022, AIBC Council approved, in principle revised Council Rules 5: Continuing Education System (CES).

The proposed revisions are to incorporate mandatory continuing education requirements for learning related to Indigenous history, Truth and Reconciliation and/or engagement (‘Indigenous Peoples Learning’). A minimum of two Core Learning Units will be required to be earned each reporting period, starting in this current 2022–2024 period.

As previously shared, the Professional Governance Act requires council to make bylaws establishing continuing education programs or requirements that support reconciliation with Indigenous peoples in British Columbia. While the AIBC’s transition to the PGA is still ongoing, the updates to Council Rules 5 are being put forward at this time to give CES Participants as much time as possible to comply with the new Rules.

Overview of Proposed Changes

  • A minimum of two Core LUs related to Indigenous Peoples Learning will be mandatory each reporting period.
  • These two Core LUs will be included within the minimum 16 Core LUs requirement.
  • LUs for this mandatory requirement cannot be carried forward. They must be earned and reported each reporting period.
  • Architects AIBC who elect to complete CES requirements via the Canadian reciprocity option must also fulfill this new learning requirement and report it directly to the AIBC.

The AIBC is committed to supporting CES Participants to meet these new requirements, and a list of recommended course offerings will be made available to registrants. Registrants will also be able to seek out their own learning activities on this topic. Indigenous Peoples Learning will also be highlighted in AIBC-Delivered offerings such as Conference, PD Day, and the PD Series.

Notification Period | Online Feedback Forms

As per Council Policy 3.10, registrants and associates are given notice regarding any proposed new or amended council rules. The notification period for Council Rules 5 opens September 15, 2022, and closes October 15, 2022. During the notification period, CES Participants are invited to review the council rules and share their comments or questions through the online feedback form:

All feedback (without identifying information) is provided to council prior to its consideration and vote on the rules. Council is expected to vote on these rules in November 2022. If approved, the rules will be posted online.
