Public and Registrant Notification of Bylaw Amendments
The AIBC continues its review and modernization of both the AIBC Bylaws and the Code of Ethics and Professional Conduct (Code of Ethics). This is a notification for Registrants and the public about several proposed amendments to the AIBC Bylaws and the Project Takeover Professional Standards. Of note, these proposed amendments have received approval in principle from the AIBC Board and draft review by the Office of the Superintendent of Professional Governance (OSPG).
Registrants are reminded that under the Professional Governance Act (PGA), the Board is authorized to amend the AIBC Bylaws and the Code of Ethics, for delivery to the OSPG for final decision and filing by the Minister.
Proposed Bylaw Amendments
The proposed amendments impact a range of bylaws, including Registration and Licensing; Continuing Education System; Governance; Complaints and Investigation; Discipline; and Public Disclosure. While some of the proposed amendments to the AIBC Bylaws are relatively minor in nature, there are several changes of note. To see all of the proposed changes, please refer to the AIBC Bylaws Amendments Chart. An overview of the more substantive amendments can be found below:
Definitions
- “Good Standing”: Provides confirmation that payment of Costs (discipline costs) by a Registrant is required to be in Good Standing.
Registration and Licensing
- Bylaw 4.25.4: Provides authority for an examination as part of the reinstatement process for Architectural Technologists who have not been registered with the AIBC for three or more years.
- Bylaw 4.30: Clarifies the requirements for Firm Representatives for sole proprietorships and one-Architect owned Architectural Corporations.
Continuing Education System
- Bylaw 5.13.7: Provides provisions related to the reinstatement of CES Participants (Architects, Intern Architects and Architectural Technologists).
- Bylaw 5.26.2: Clarifies that as of January 1, 2025, Firm Registrant applicants (new Firms) must take an
AIBC-specified course as a prerequisite for issuance of their Certificate of Practice. - Bylaw 5.27: New Bylaw confirming that Firm continuing education requirements do not apply to Inactive Architectural Firms.
Complaints and Investigation
- Bylaw 6.12: Provides a stronger foundation and public interest basis for the Investigation Committee in deciding when not to investigate a complaint.
- Bylaw 6.13: Clarifies the timeframe for when parties must be notified about delay after the Investigation Committee reviews an Intake Report.
- Bylaw 6.16: Clarifies the Investigation Committee’s notification requirements to the Complainant and Respondent.
Discipline
- Bylaw 7.47: Clarifies that a request for an extension to pay costs is submitted to the Discipline Hearing Panel.
- Bylaws 7.48–7.51: New Bylaws that authorize the cancellation of a Registrant’s registration for non-payment of a Discipline Hearing Penalty or Costs. The authority for these bylaws stems from section 50.1 of the PGA, which is also where authority for administrative suspension/cancellation for CES non-compliance is found.

Proposed Amendments to the Project Takeover Professional Standards
This suite of Professional Standards (PS: 2.2, 5.9, 5.10, and 5.11) establishes the requirements a Registrant must follow when taking over a Project for which another Registrant is, or has been, retained. The intention of the proposed amendments is to simplify and modernize these standards to better reflect the public interest. The Professional Standards Advisory Group, previously the Bylaw Review Committee, began the consultation on the proposed amendments to the Project Takeover Professional Standards in November 2023, with a hybrid (online and in-person) consultation session taking place in December. Feedback and comments regarding the proposed amendments were received during the consultation session, as well as through an online survey and email.

Next Steps
The amendments and any feedback received will be presented to the AIBC Board in mid-April for final bylaw approval. If approved, the Bylaws will be filed with the OSPG. Once in effect, Registrants and the public will be notified.
