The AIBC continues its review and modernization of both the AIBC Bylaws and the Code of Ethics and Professional Conduct (Code of Ethics). This is a notification for Registrants and the public about two new Professional Standards regarding Competency and Field Review Services. Of note, these proposed amendments have received approval in principle from the AIBC Board and are under review by the Office of the Superintendent of Professional Governance (OSPG).
Registrants are reminded that under the Professional Governance Act, the Board is authorized to amend the AIBC Bylaws and the Code of Ethics, for delivery to the OSPG for final decision and filing by the Minister.
Proposed New Professional Standards
The Professional Standards Advisory Group is recommending two new Professional Standards regarding Competency and Field Review Services. Of note, these proposed amendments have received approval in principle from the AIBC Board and are under review by the Office of the Superintendent of Professional Governance. A summary of the two new proposed Standards can be found below:
Competency Professional Standard
This new standard would require that an Architect’s services in preparation for construction be sufficiently complete, correct, comprehensive, and coordinated for the purposes stated.
The goal of this standard is to reinforce expectations that construction documentation services are provided competently. The language is intended to reflect and more directly articulate the profession’s and the public’s historic and current understanding of the nature and quality of this core architectural service. This is not a new or ‘higher’ standard for services; it reinforces the expectation that these services are performed competently.
Field Review Services Professional Standard
This new standard would require Architects to provide field services for all building design or building alteration commissions leading to construction, to determine if the work substantially complies with the instruments of service, including sealed permit drawings and applicable building regulations.
This standard is intended to reinforce that field services, including field review as defined by building codes, are a basic service expectation on construction commissions, regardless of size, complexity, or client preference. Field Review requirements are not limited to Part 3 buildings; they are also a professional service requirement for Part 9 buildings. Concerns expressed by building officials and others about lack of field review in smaller buildings has informed the proposed standard.
It is important to note that this standard does not diminish an Architect’s discretion and professional responsibility in relation to the frequency, number, or extent of field reviews on each commission.

Registrants are encouraged to provide feedback by either emailing bylawfeedback@aibc.ca or by responding to an online feedback form. All feedback received will be considered by the PSAG, the AIBC Board and AIBC staff.
The amendments and any feedback received will be presented to the AIBC Board for final approval. If approved, the Bylaws will be filed with the OSPG. Once in effect, Registrants and the public will be notified.
