New City of Vancouver Online Permit Application System

The City of Vancouver is introducing a new online permit application system that’s designed to help speed up approvals.

The Development and business services website is now available to apply for development, building, and demolition permits for new duplex, single detached house, and laneway house projects.

The application form on vancouver.ca will now prompt users to try the new system. As of 9:30 a.m. on Monday, November 17, 2025, everyone will need to use the new system.

System Overview

  • Personalized checklists to upload the right documents
  • Save your applications and return anytime
  • Faster checks for completeness – no need to reapply
  • Direct communication with intake staff

How the System Works

  1. Create an account on the Development and Business Services website (separate from your Permit and Van311 accounts).
  2. Start a project using the exploration form to check site eligibility, set up permits, and estimate fees.
  3. Apply for permits using personalized checklists to help you submit everything needed.

Please note that Renovations, tenant improvements, amendments, and other projects will continue to use the application form on vancouver.ca.
