Multiplex housing permits can now be applied for using the City of Vancouver’s Development and business services website. As of May 1, 2026, the form on vancouver.ca will direct you to this website.
How to apply
1 or 2 units per building
Apply for the development permit (DP) and building permits (BP) at the same time, or apply for the DP first. It is the applicants choice.
3 or more units per building
Apply for the DP first. After your DP is approved subject to conditions (or issued), you can then apply for BPs.

This website provides personalized document checklists, save and return anytime, faster intake, and direct messaging with intake staff.
- Create an account on the Development and Business Services website (separate from your Permit and Van311 accounts).
- Start a project using the exploration form to check site eligibility, set up permits, and estimate fees.
- Apply for permits using personalized checklists to help you submit everything needed.
