On November 5, 2019, AIBC Council approved, in principle, Council Rules 4: Council Elections (PDF).
As part of the Council and Institute Governance Bylaw initiative, several bylaws were amalgamated into a single bylaw – Bylaw 22.0: Election Procedures (PDF). The amended Bylaw 22.0 authorizes the detailed mail ballot and dispute resolution processes to be outlined in Council Rules rather than in bylaws. As such, several revisions have been proposed for Council Rules 4: Council Elections, which are outlined below:
- A revised title (previously Council Rules 4: Electronic Voting and Council Elections) to reflect that the rules describe more than just an ‘electronic’ council election process.
- Rule 2.5 has been revised and is now Rule 2.4: endorsement status of the nominee will be included on the ballot, and the names on the ballot are listed in random order rather than alphabetically. A process for the ‘random’ draw is included in Rule 2.5.
- Rules 2.14 and 2.15 under Mail Ballot Voting have been added. The required ballot procedures are in place.
- Section 4.0 Dispute Resolution has been added for compliance with Bylaw 22.0(e).

Notification Period
As per Council Policy 3.10, registrants are given notice regarding any proposed new or amended council rules. The notification period for Council Rules 4: Council Elections opens November 7, 2019 and will run until December 6, 2019.

All feedback (without identifying information) is provided to council prior to its consideration and vote on the rules. Council is expected to vote on these rules in January 2020. If approved, the rules will be posted online.
